About NASA SEWP VI

Solutions for Enterprise-Wide Procurement (SEWP) VI is a multiple-award Government-Wide Acquisition Contract (GWAC) available to Federal Government agencies and authorized Federal contractors. SEWP provides Federal customers with access to the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services. SEWP VI offers a broad range of technology solutions with an increased focus on supply chain risk management and secure acquisition.

Created in 1993, SEWP was the first Government-Wide Acquisition Contract in the Federal acquisition space. Originally established to provide technology products for NASA and other Federal agencies, SEWP has continually evolved to meet the changing technology and acquisition needs of the Federal Government. Today, SEWP represents acquisition innovation across the Federal Government, providing agencies with streamlined access to technology solutions, competitive ordering processes, and acquisition support.

How to obtain a quote and place an order

The NASA SEWP Quote Request Tool (QRT) is the recommended way for Federal customers to conduct market research and obtain competitive quotes. You can also contact our SEWP Program Manager or Deputy Program Manager directly for help with a requirement.

  1. Define the requirement, including technical, security, delivery, warranty, licensing, and performance needs.
  2. Request information or quotes from eligible SEWP VI Contract Holders through the SEWP QRT.
  3. Evaluate responses under your agency's procedures and applicable Fair Opportunity requirements.
  4. Issue the Delivery Order or Task Order against the appropriate Global Com contract: Category A, 80TECH26D0584, or Category C, 80TECH26D1386.
  5. The NASA SEWP PMO validates the order and assigns a SEWP Control Number (SCN).
  6. Global Com fulfills the order and provides order-status, delivery, installation, warranty, technical, and post-delivery support.

Global Com does not begin fulfillment until the order has been processed by the NASA SEWP PMO and assigned an SCN. SEWP VI orders and modifications are processed through the SEWP PMO, not submitted directly to Global Com.

Fair Opportunity when using SEWP VI contracts

Ordering agencies are responsible for providing Fair Opportunity at the individual order level, as applicable under FAR 16.505(b). The NASA SEWP online quoting tools may be used to support the Fair Opportunity process. Documentation supporting an ordering agency's source-selection decision is maintained by the issuing procurement office and is not required to be submitted with the order.

Global Com will only market, quote, or otherwise offer for sale under its SEWP VI contracts solutions that are available under the applicable contract and included in the SEWP database of record.

Requests for Information and market research

When the Government issues a Request for Information (RFI) as part of its market research, Global Com may identify products that are not yet available under its SEWP VI contract when permitted by the applicable SEWP VI procedures.

Any such products will be clearly identified as not currently available under the contract, and the appropriate Technology Refresh process must be completed before those products may be offered for sale under SEWP VI.

Requests for Quote and Market Research Requests

When responding to a Request for Quote (RFQ) or Market Research Request (MRR), Global Com will provide solutions in accordance with the applicable SEWP VI contract requirements and NASA SEWP procedures. For formal RFQs, Global Com will only quote solutions available under its applicable SEWP VI contract. If Global Com cannot provide a complete response to the requirements of an RFQ, a No Bid response will be submitted unless the RFQ specifically permits partial quotes.

All quoted items must comply with applicable SEWP VI contract requirements and pricing limitations. Global Com quotes will clearly identify the period for which the quote remains valid, and Global Com will honor orders properly submitted within the stated quote-validity period, subject to the terms and conditions of the applicable quote and SEWP VI contract. Responses submitted through the NASA SEWP online quoting system will be prepared and submitted in accordance with applicable SEWP VI online quoting procedures.

Small business set-asides

Ordering Contracting Officers may establish order-level small business set-asides when applicable requirements are satisfied, including when sufficient qualified Contract Holders within the applicable socioeconomic designation are available to provide competition.

Full text of contract clause A.1.13, Fair Opportunity and Requests for Quotes

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users.

If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research quote if:

  1. all such items are clearly marked as not yet available on their SEWP contract; and
  2. the contractor submits a technology refreshment request to add those products to their contract.

If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be no greater than the price in Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid. Unless the RFQ specifically allows for partial quotes, the contractor must respond fully to all requirements specified in the RFQ.

When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.

When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).

Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system.

Installation, warranty, and post-delivery support

Global Com provides or coordinates post-delivery support in accordance with the applicable quote, order, manufacturer terms, and SEWP VI contract requirements.

Installation and integration

When installation, integration, configuration, testing, or training is part of the requirement, the scope, schedule, location, responsibilities, and acceptance requirements are identified in the Global Com quote and resulting order.

Basic and extended warranty

Warranty coverage varies by manufacturer, product, and selected support level. Global Com identifies applicable warranty information in the quote or product documentation and assists with warranty coordination when required.

Technical and software support

Technical support, software maintenance, licensing support, subscriptions, and extended support services are provided or coordinated according to the solution purchased and the applicable manufacturer or publisher support terms.

Returns, exchanges, and RMAs

Returns, exchanges, repairs, and RMAs follow the applicable manufacturer or distributor policy and the terms of the Government order. Contact Global Com before returning any equipment or software-related materials.

Troubleshooting a problem order

If you have a delivery, configuration, licensing, warranty, invoicing, service, or other order-related problem, contact Global Com as soon as possible.

  1. Provide the agency order number, SEWP Control Number (if available), Global Com quote number, affected CLIN or part number, and a short description of the issue.
  2. Global Com reviews the issue and routes it to the right program, contracts, sales, logistics, technical, OEM, distributor, or service resource.
  3. Time-sensitive or unresolved issues are escalated to the SEWP Program Manager and Deputy Program Manager.
  4. When NASA SEWP PMO assistance is appropriate, Global Com coordinates with the PMO and the ordering agency to resolve the issue.
